Our Mission

The mission of the Eastern Los Angeles Family Resource Center (ELAFRC) is to empower individuals with developmental disabilities and their families by providing support, information and training in a way that is family centered and culturally sensitive. It is the vision of the ELAFRC to give individuals the tools necessary for the challenge of lifelong learning, growth and personal development in the communities of the Eastern Los Angeles, Alhambra, and Whittier health districts. The ELAFRC provides leadership and education that fosters community outreach, disability awareness, and information dissemination to individuals with developmental disabilities, their families, educators, and other professionals in the disability community. We also assist families and provide leadership training to families whose children’s needs intersect with mental health and healthcare to provide prevention and early intervention services for emotional and health related challenges. 

Our History

  • 1987The Eastern Los Angeles Family Resource Center (ELAFRC) had its earliest beginnings in 1987 and was previously known as Partnership Family Resource Center.
  • 1999 ELAFRC was chosen to oversee the design and building of the Library and Assistive Technology Center
  • 2017The official year Heluna Health became a fiscal sponsor for the ELAFRC
